Council CEO Sunil Bhalla and mayor Robyn Gulline were both quoted heavily in a carefully prepared media release, attempting to reassure residents in the wake of the survey's damning results.

Mr Bhalla said HRCC was "listening to the community’s voices and was rigorously considering every response".

“Our number one priority in local government is serving our community," he said.

"We’re in the process of developing actions in response to the feedback, which will be presented to councillors through future reports for their consideration.”

Mr Bhalla said some of the areas flagged as issues in the survey were being addressed in council's draft budget and action plan for 2023-24.

"We’ll also be reviewing our Customer Service Charter,” he said.

Cr Gulline said the community response was "disappointing" but "unsurprising".

She said several issues had proved challenging, including the appointment of a municipal monitor.

“It’s been a challenging year for council, and we acknowledge how these factors have played a part in impacting the community’s perception,” Cr Gulline said.

“We want to reassure residents we are working on becoming a more unified and accountable council.

“Our community’s voice matters."
